About Arturo Hines: Arturo joined the U.S. Department of State’s Pakistan desk as Deputy Director in August 2024, where he focuses on security, economic, environmental, and people-to-people initiatives. Previously, he served as the Political-Economic Counselor at the U.S. Embassy in Dhaka and has held various roles in Ciudad Juarez, Ankara, Singapore, and Guangzhou. Before his career in the Foreign Service, Arturo was a media analyst, taught English internationally, and worked with NGOs in Central America and North Africa. He holds an M.S. in Foreign Service from Georgetown University and a B.A. from California State University, Fresno.

Our Mission

The mission of the World Affairs Council of San Antonio is to promote public understanding of world affairs and United States foreign policy, and to enhance the ability of its citizens and future leaders to participate in a global community. We accomplish our mission by presenting a lecture series, holding receptions, organizing discussion groups, sponsoring educational outreach programs, and hosting deliberative sessions for young professionals.
