Introducing the World Affairs Council of San Antonio’s 2026 International Citizen of the Year!

We are proud to honor Francisco G. Cigarroa, MD
Senior Executive Vice President for Health Affairs and Health System, The University of Texas at San Antonio

Francisco G. Cigarroa, MD, serves as Senior Executive Vice President for Health Affairs and Health System at The University of Texas at San Antonio. In this role, he oversees the strategic leadership and stewardship for UT San Antonio Health Science Center, including its academic, research and clinical missions, as well as the delivery of patient care through the clinical enterprise.

Darren Walker 

Darren Walker is an internationally recognized philanthropist. Under his leadership at the Ford Foundation, it became the first nonprofit in U.S. history to issue a $1 billion designated social bond to stabilize nonprofit organizations in the wake of COVID-19.

Before joining the Ford Foundation, Darren served as Vice President at the Rockefeller Foundation and as Chief Operating Officer of Harlem’s Abyssinian Development Corporation. He co-founded both the U.S. Impact Investing Alliance and the Presidents’ Council on Disability Inclusion in Philanthropy.

In 2022, Darren was awarded France’s highest cultural honor, Commander of the French Order of Arts and Letters, for his leadership in the arts. In 2023, he was appointed to the Order of the British Empire for services to U.K.–U.S. relations. In 2024, President Joe Biden awarded him the National Humanities Medal, recognizing individuals whose work has deepened the nation’s engagement with the arts and humanities.

Darren serves on numerous boards, including the National Gallery of Art, Carnegie Hall, the High Line, the Smithsonian National Museum of African American History and Culture, the Committee to Protect Journalists, Ralph Lauren, Bloomberg Inc., and PepsiCo.

He is the author of From Generosity to Justice (2016) and The Idea of America (2025), published by Wiley Press.

The mission of the World Affairs Council of San Antonio is to promote public understanding of world affairs and United States foreign policy, and to enhance the ability of its citizens and future leaders to participate in a global community. We accomplish our mission by presenting a lecture series, holding receptions, organizing discussion groups, sponsoring educational outreach programs, and hosting deliberative sessions for young professionals.
